i'm tamron hall. "news nation" is following new details on the communications between russia and the u.s. concerning boston bomb suspect tamerlan tsarnaev, including new information on what the cia knew and what made it to the fbi. more on that in a moment with pete williams. but developments come just before the house intelligence house committee posed a closed door briefing on the bombing about two hours from now. on capitol hill yesterday, intelligence officials briefed senate and house committees in classified hearings, committee members say the details revealed were troubling. >> we talked a lot about connecting the dots and stove pipes after t9/11 and here we ae 12 years later and it is still not working. what i would like to know is whether or not the department of homeland security shared that information with the fbi and joint terrorism passing force

that could have possibly led to opening this lead investigation back up on the older brother. >> there may be some systems things that we need to work out here, but i don't know, it is a legitimate question to discuss as to whether any one of the 20,000 tips, even the ones that come up negative, are then passed on to local law enforcement. at some point, this is america. >> that is troubling to me that this many years after the attacks on our country in 2001, that we still seem to have stove pipes that prevent information from being shared effectively. not only among agencies, but also within the same agency in one case. >> meanwhile, in massachusetts, advice president joe biden joined thousands of mourners for the memorial of murdered mit police officer sean collier.

the vice president praised the dedication of law enforcement and consoled the victim's family. >> the moment will come when that thing that triggers the memory of sean that moment, whether a song or season or holiday, passing a little league field, whatever it is, you know it's going to be okay when the first instinct is to smile from your lips before a tear to your eye. >> pete williams joins us again. pete, give us more details on what you found out regarding the intel side of this, when you're looking at the u.s. government and the contact with russia. >> i think there are two issues here, tam ron. one is what happened and the other is what should happen. the what happened thing seems fairly clear. the fbi gets a request in early 2011 from the russians.

they say, we have troubling information about tacker lan tsarnaev, can you check it out? the government finds nothing negative, tells the russians, we're not finding anything, can you give more information? the russians don't reply. there is information provided again, but this time to the cia. the cia, says, we have looked into this, there's nothing. goes back to the russians again and said, can you help us? what exactly are you looking for? can you give us more information? again, the russians don't respond. so the fbi gets one request, the cia gets the other. they both ask the russians again for more information and never get any. that is basically where it goes. as a result of the requests, the name did go into the sort of comprehensive terrorism based data base. so that when tamerlan, last year

tamerlan tsarnaev went to fly to moscow, the u.s. government knew about it because it pinged in the data base. but u.s. officials looked that and said, well okay, he is flying. we check need him and there isn't anything there. i guess there's a couple of questions there. in a situation like this, where you get a request from a foreign government, should there be more -- looking into it, if there is subsequent travel. that cuts both ways. several members of congress have said, they get like 20,000 tips of these tips a year, individual agent, assigned to people get something like a hundred of them a week. and if you keep adding to that list, does that become an unmathageable workload. that's one question. but the second question is, what about some of these radical things that tamerlan tsarnaev was known to be putting on his website? some of these outspoken jihadist

advocates overseas, should there be some way it keep more track when people post things to their websites, of noted radicals overseas. that's a tricky area. because its protected expression. should this have required a second look? i think that's what some members of congress are asking. >> what about, pete, regarding what you have been able to obtain information wise that this is pre9/11 behavior and these agencies are not sharing information. at least from the details you've given, it does seem, at least today, to be the case. >> you know, i've heard this and i don't know where the lack of sharing is coming from. the concern is. because the fbi puts this in the terrorism data base that everyone gets access to. when the cia gets a subsequent request, they give it to the fbi. homeland is aware of it when he g

goes to fly. so it is not like each doesn't know what the other has. in fact, they all know what the fbi has come up with, which is that there is nothing on him. the whole system is aware of that. so you know, whether its -- it doesn't seem to me from what i've been able to determine that it is a so-called stove pipe issue that i know something you don't know. i think the question seems to be, should the government have known more, should it have somehow gone back after he comes back from russia and question him more or look at the kind of things he is looking at the social media. i guess that's where the questions are. >> all right, pete, thank you very much. appreciate you being with us again. a second meeting with american and russian officials in dagestan. adrian is there live with the latest, do we know when the familiar little be questioned again? >> reporter: actually, tamron, here, well, the mother, she was

questioned. we think she spent about eight hours at the headquarters of the russian federal security services here in the capital of dagestan. it is believed that both u.s. and russian officials were present. the husband, father of the bombing suspects, was not there. he's been sick and staying at a relative's all this time. tamron? >> ardrian, do we know any othe reported in their lives? their day-to-day life? do we have any more details there? >> reporter: well, if you're talking about influences, the mother is a good person to start talking to. i mean, to start from there. she said to us that she and her son were very close. she loosely used the phrase it mama's boy. we know the mother is very religious. very devout. we are not suggesting that she

led him him astray or anything. but the religious influence did seem to come from her direction. we did hear he was seen at a local mosque with questionable connections in the past. one security adviser to the government told us that about 200 people were detained in a recent clean-up. and we actually just met some muslim actist here, a couple of young men, who say that there is a tough environment for them. that it has become increasingly hard to be a muslim in dagestan. tamron? >> and officials toll the mother, and tell me this is correct, she could see dzhokhar, the surviving suspect here in the states. do we know about their travel to the u.s. it see their son? >> reporter: not yet. we expect the mother would want to get on a palestinian as soon as possible. the father, as we said haerl earlier, that he is not well. don't know if he can travel.

the mother does have financial difficulties so there is a question of whether she can make the trip back home. there is a question of what to do with the body. the u.s. authorities told the family they would be receiving the body soon. >> adrian, thank you for joining us. lead democrat of texas and member of the house homeland secure ut, congresswoman, thank you for your time. i know you were briefed yesterday. you expect to be briefed very soon in a day or so. what are your concerns regarding the fbi and communications regarding officials and cia involved in this? >> tamron, first of all, thank you for having me. of course i want to offer my deepest sympathy for the tragedy and those who lost loved ones and those who mourn. i want to set it straight and make it very clear that all of us appreciate the very efficient, the very extensive search and efforts made bit fbi,

other law enforcement, state and local in massachusetts. why don't we just say that, because we believe in that. frankly, i believe we have a broken system again. it is important for members of congress who have to fix things and work with our agencies to be told the truth, to be told the facts, and to help work through what happened. there is no doubt that we did not connect the dots. and you cannot use overload of paperwork. you cannot use the idea of too many files to be able to have that as a legitimate excuse. after 9/11 when it was charged that we did not connect the dots, which is one of the reasons there were overstays that we had this horrific and horrible tragedy on 9/11. we put systems in and joint terrorism system diffusion centers. we put them in to elevate communication between the agencies.

the difficulty i have with it case and suspect number one, is that what he did was in a relatively short period of time in terms of exhibiting elements that suggest that something was happening. something was changing. the going to back home to dagestan. looking at videos, the incident in the mosque. all of these things, information from russia, all of these things were in a compressed time of between two to three years. that is sufficient window of opportunity to, one, say you should not close the file. two, that if you say you did not hear from rush why and now we understand that there might have been communications, then it was imperative because of the region he came from and the fact that he spent six months. for you, meaning an agency, fbi, working with the cia and department of home hand security and its resources to persist in that unique case. i think that that question has

to be asked and answered and it should not be taken from an accusatory position. because we can't get information if you have to stand back and be soft on the questioning or be soft on the probative needs that we have. we've got to be able to find out why the dots were not connected. >> and congresswoman, i know your bridging was classified, so you cannot share in detail what happened, but our own pete williams brought up the issue and one of your points that continues, and that is specifically, should there have been more done to continue to look into the first suspect, tamerlan tsarnaev's activity, including what he posted on-line. we also know there are legal limitations, as well to factor in here. >> you're absolutely right. you're absolutely right, we cannot discuss the specifics of the classified briefing and more that will come. but i think this is in the public domain and the question has to be, if there were things

in the public domain, and if this individual had been noted. one, by a foreign entity, and you have to respect the laws of this land. privacy laws and privileges of certain status individual. he was, in fact, someone who had status. he was documented. he was not a citizen, however. but in our parameters, there are certain guidelines we have to follow. i don't disagree with that. what i would like to see, and this is again in the general domain, is that we make sure that all agencies communicate with each other and if there was information and there was dead silence, a period of lull, a period of nonaction, then i would hope the file could remain open and someone would say, he we tried to get information from russia, at least what is in the public domain now. we try to get information from russia. we haven't heard from them, we will continue to pursue them in spite of any lull in our

diplomatic relations. we will continue to work with their law enforcement or intelligence authorities, just to follow up. that is what i call connecting the dots and i want to make it very clear. this does not take away from the very fine police work and the work of the fbi and the expedition and really stunning capture, one by death, and another one that is now captured, for last week. but we must ask the hard questions and connecting the dots is the same terminology, we used after the/11. >> yes. >> i want to be helpful and find out what is the missing element, one or many, that would have caused us not to make those dots and to be able to have been more effective in surveillance of this individual, keeping with the guidelines of the responsibilities of this nation and its adherence to its own laws and constitutions.

>> congresswoman sheila jackson lee, thank you. and who sent ricin-laced letters to president obama and senator wicker? authorities searched the home of a second mississippi man yesterday. they did not arrest him. that, of course, is after they released the sometime elvis impersona impersonator, paul kevin curtis who was in jail for nearly a week. investigators found no efd of ricin at his home or his car. he spoke in a news release following his release from jail. >> when you've been charged with something and you've never heard of ricin -- i thought they heard rice. i said, i don't even eat rice. i respect president obama. i love my country. and would never do anything to pose a threat to him or any other u.s. official. >> so kevin, what are your plans right now? what are your immediate plans? >> find my dog moo cow. >> moo cow got away.

>> she got loose when homeland security swarmed in on me when i went to check my mail. >> so someone is still out there who sent ricin-laced letters to the president. kimberly has been reporting on this pr washington -- for the "washington post." thank you for your time. we saw that strange press conference. and you have to set this aside with the seriousness, though, of these ricin-laced letters. and the quote unquote who done it that still remains. >> right, quite a story. great cast of characters and something very serious at the core here too. >> what is the latest on the investigation from the fbi? >> well, right now, they aren't talking about the investigation. they are confirming that it is of course ongoing. we know a little bit about what is happening because the person who has been -- who is being investigated now, is talking. i just interviewed his attorney. and what we do know is that

there's a big cast of characters. so i will consult my notes here. james everett dutchki is the person they are looking at now. he is an acquaintance of the person who you just saw, talking about his dog, moo cow. and they last night they went to his home, or actually afternoon, they searched his home in mississippi from about noon until almost midnight and then, this morning, early this morning, i interviewed some people who were at the scene of his former karate studio. he closed it in january. and authorities have set up a huge tent in front of it. they have a truck there with an on-site laboratory and they have been there for hours removing things. people can't see exactly what it is they are removing, but are clearly scouring his former business location. >> do we have any idea what led them from curtis, this man who has now been released, to his friend or this acquaintance? >> the only thing that we do

know is that the attorney for mr. curtis, and mr. curtis himself yesterday, pointed authority in the direction of mr. duetschke. they have a long-standing feud. he doesn't understand the rage that mr. dutch can i has toward mr. curtis. he says he believes he framed him. when i interviewed mr. dutschke's attorney, she said that there has been no contact since 2010 and that there is no rage or anger. he doesn't know what he is talking about. but in terms of how the fb i started looking at him, the former suspect who just had charged dismissed yesterday, mr. curtis, said, i think it's this guy. >> all right, kimberly kindy, thank you for joining us.

welcome back. right now the dow is down about 12 point. but it is much calmer on wall street than we witnessed yesterday afternoon. the government is looking into the hacking of the associated press's twitter account which referred to a flash crash. it created a post saying there were explosions at the white house and the president was injured. the dow plunged more than 140 point wiping out more than $140 billion before gaining it all back. joining me live now, tyler mathisen, co-anchor of cnbc's "power lunch." i'm curious, looking at the tick tock, tyler, how soon before people realize what happened there. >> it happened quickly. i was on the air at the time, tamron, and my cohost, sue herera, noticed that dow dove about 150 point there, very quickly. and there was a lot of scurrying down on the floor of the new york stock exchange. simultaneously, i was hearing in my ear that this hack and presumably, we knew very

quickly, that it was a bogus hack, had taken place, and that that probably explained it. it was a matter of a couple of minutes. one of the things we don't know yet, tamron, and really one of the focuses of the investigation, is whether this attack was simply a malicious party trying to unnerve a nation already on edge after the boston bombings last week or whether it could have been someone somewhere trying to profit by the very quick down and up that it caused in the stock market. because if you put that kind of fake tweet out there, you know that the markets are going to pick it up and react negatively. >> i think, tyler, you know because this is your business. but i think most people would be stunned to know that based on a tweet, that the markets could swing in such a way so give me -- educate us on how that works, of all things that a tweet could cause that. >> sort of yes and no, tamron. the market reacts to rumors all the time. rumors there's been a bombing at

an oil installation in nigeria. or things that are filtered through one way or another. somebody tells somebody. what is different now is the speed and the transmission method, in this case, by twitter. and what happened in this case, clearly, is that there are an awful lot of program traders, who are following lots of different feeds. news feeds, twitter feeds, all kind of sources. and those traders' computers pick up the feeds. pick up the language they would see, ap, bombs, white house, and immediately, they would send cell signals, ask questions later, or react now. so that how it really happens. is it these were all computerized trades that o were getting executed, based on the alga rhythms in the system. just like google used algorithms to lead you to searches somewhere, those algorithms

prompt trading. >> okay, tyler mathisen, thank you. let's we heard tyler complain, but it still leaves you scratching your head when you think about the amount of money wiped out, even though it was earned back, how does this happen? what's the next step in making sure it doesn't? >> i think the more disturbing thing is that unlike a run of the mill rumor, this appeared to be an official ap report. from what we can tell now, someone hack need the twitter page -- >> well, if we learned anything last week, reports could be wrong. if you didn't know it, after last week, you know it now. so the tweet was not verified. >> we do put a certain amount of credibility in gate keepers that we trust. if msnbc came out with a tweet, you would react to it differently than if your friend, joe, came out with a tweet.

charles schwab, which hosts trillions of dollars of our assets, bank accounts and trading, their website was hacked for about an hour and a half. you couldn't get on the website. it happened again this morning for periods of time between 10:00 and 12:00. imagine if you have a rumor hitting and charles schwab's site down because of hacking, this is one of those risk factors. unless you keep your stuff in cash in a mattress or gold, there is nothing can you do about it. >> does it speak to the biggerish university frailty? we talk about washington, all street and how big women an guys are doing, but nevertheless, this is still a fragile situation. >> and when it is electronically enhanced, and tyler is right, a lot of this is computer driven and al algorithm, it can all spiral down quickly.

the attorney for the doctor won't be called for his own defense. yesterday, the judge in the case threw out three of the eight murder charges against him who stands accused of killing babies who showed signs of life after they were aborted. he could still face the death penalty if found guilty of remaining charges. joining me now, reporter lu ann khan, was it surprising they did not call a single witness today? >> caller: yes, i think most of us thought they would at least bring up expert witnesses and we questioned the defense attorney jack mcman, very long time, very well respected attorney. and we asked, why didn't you put up a defense? and there is gag order, he didn't say a lot. he said, i did put up a defense. it was the strong cross-examination that went on the last month of this trial. >> and i'm curious, did anyone

expect the doctor to take the stand in his own defense at any point? >> i think that, you know, his defense attorney never said he would or he wouldn't, so we just didn't know. and today we learned that there was no one on the witness list. there was no one on the defense witness list, including gaznel and i think that defense attorney obviously felt that had his case in the cross-examination. he had a medical examiner on the stand who he was able to o get to say, i cannot definitely say ne of the fetuses were born alive. and maybe he felt that was the best he could do. >> lu ann, time line we are looking at, how much longer is this trial expected to go on?

a day before the dedication of his presidential library and museum, former president bush discussed his relationship with former vice president dick cheney, their eight-year relationship working together. in this transcript released, the former president says, quote,

you know it's been cordial but he lives in washington and we live in dallas. he went on to say, continuing, quote, i just, i didn't see him much and i don't see many of the people i worked with much and it's kind of sad. the former president describes how he is now in texas and almost like he never felt comfortable in washington, d.c. he had some friends, but that is not his kind of town, if you will. >> right and dick cheney is one of his close presidential friend. and it is well documented that cheney and bush have add strained relayingship. a lot of that dates back to when george w. bush refused to give a full pardon in the scooter libby, who was dick cheney's chief of staff, and caught up in that whole controversial over valarie plame, the cia agent exposed during the tail end of the bush administration.

so that excerpt you just showed, di dick cheney is supposed to be at the library dedication. >> including a list including condi rice. do we have an explanation as to why? >> we don't, tamron. you look at all the hint and there is, as i've mentioned, a strained relationship. it is natural for a vice president not to be the best friend of the president of the united states after an election. even vice president biden, who i believe is much closer to president obama, than cheney and bush, i don't think biden will be playing basketball with barack obama on a constant basis after his presidency ends. so sometimes there is a natural tension and conflict. but certainly the relationship of the bush and cheney aren't

here. dave, okay. he has a new contract and it is not to be the coach? >> yeah. first of all, that is slight of hand. the two db year contract is a prerequisite for him to stay on as coach in steubenville. make no mistake, they don't want coach sack, as he's known, to teach trigonometry. he has been coach there for 30 years with three state titles and 300 wins. it send a heck of a statement, not just to the community of steubenville, but to the entire country. i feel like steubenville high school has become like all of our high schools. they clearly don't see there is a national responsibility to show that they take rape and rape culture seriously. especially when connected to sports. >> he wasn't charged with covering up any crimes, correct? >> let's be clear about this. this is one of the things that's galling about this. on april 30th, as in next week, the grand jury is meeting to decide whether coach sack or other adults obstructed justice
